Clamping plan taken to task

Pressure groups have voiced concerns over a plan to clamp the vehicles of those with unpaid parking fines

Under the scheme, the details of anyone with three outstanding tickets is stored, and if they commit another offence, their car is clamped until all fines are paid. But Barrie Segal of campaigner appealnow.com said there will be errors. "Council systems can't deal with appeals. As far as they are concerned, the fines are unpaid, but really they shouldn't count against you."
