The number of road deaths in the UK hasn't fallen significantly since 1998, the Government has admitted. However, ministers are hailing successes in the Road Safety Strategy, including the move to ban hand-held mobile phones, a drop in pedestrian casualties and the introduction to the driving test of the hazard-perception element.
