A legal loophole that allows a child to sit on an adult's lap in the back of a car is to be closed. Currently, toddlers aged under three must be restrained appropriately - but only if a proper seat is available.

A spokesman for the Department for Transport told Auto Express: "The law is being changed so it will be necessary to use a suitable restraint." No date has been set for the introduction of the rule.
