Penalty points on driving licences do discourage speeding, says an unsurprising report. Motorists who receive points after being caught by Gatso are keen not to be snapped again, so they keep to the limit, according to a survey by the Parliamentary Advisory Council for Transport Safety. "People at risk of disqualification modify their behaviour," said a spokesman.
