Every driver involved in an accident is set to have their mobile phone checked by police under tough new proposals to crack down on handset misuse behind the wheel.

Motorists would be asked to surrender their handset so officers could check the recent call list. Evidence of use before the smash could lead to 10 years in jail if a charge of dangerous driving is proved. Police got the power to check phone bills in 2000, but only for fatal smashes. Ministers believe that broadening the scheme would help to enforce the ban on using handsets while driving.
