Is Fuel Rationing On The Cards?

The Government's proposed identity card scheme should be used to ration fuel sales, say eco-boffins.

Kevin Anderson and Richard Starkey, from the Tyndall Centre for Climate Change Research in Manchester, suggest a record of drivers' petrol purchases should be kept, and sales limited, to cut emissions. "The ID card scheme could double as a carbon card," they explained.
