C-charge on way?

Liverpool has taken the first step towards a form of congestion charging for its motorists. A transport plan discussed by the City Council's executive board heard that charges may be forced on them due to increasing air pollution.

If these aren't reduced, the city centre may be declared a low-emission zone - meaning people will have to pay to drive vehicles through it.
